When adding an installation source, automatic refresh was deselected.  
However, whenever the software module is started an automatic refresh is 
performed.  This wastes time and delays startup and is very annoying if one 
opens up the module more than once.

Workaround, in case you can't turn it off at all:

In
/var/adm/YaST/InstSrcManager/IS_CACHE_0x*/DESCRIPTION/description

Change 
   =Default_refresh: 1
to
   =Default_refresh: 0

I fixed the wrong key in the map in SVN, will submit for Beta3.
