I you selected graphviz for installation you must accept the license. In the 
displayed license the LICENSOR ist empty.

Sounds like a packaging / pdb.suse.de bug

The package no longer requires a license popup.

the PDB-field confirmlicense.english for grapviz still contained that bogus 
license text. I just removed it.

Ah ... somehow the popup didn't show up when I installed the package with 
YaST (no idea why; I used the graphical yast), but it did show up on another 
machine now. I thought I would see the licence popup texts in the pdb.suse.de 
web interface: I cannot; this can only be viewed or modified by the 
command-line tool. Jürgen removed the license popups for graphviz for me now.
