If you create a software RAID device, it is not possible to then Create a
logical volume on it.

I had thought that maybe if I created the LVM volumes first, then I could RAID
those volumes, but the RAID manager will not recognize LVM volumes as raidable,
as one would expect.

If you create the partitions with the type LVM first, you can then turn them
into a RAID array, but then you are still in the same boat.  This is a commonly
used setup, where one has a RAID1 partition with LVM data living on it.

LVM over raid had a bug in beta#2 that will be foxed in beta#3.
