Update accountsservice to 0.54.0
Switches to meson, so the following patches needs refresh or outright dropping

+  + accountsservice-sysconfig.patch.
+  + accountsservice-lib-don-not-set-loaded-state-until-seat-fetched.patch.
+  + accountsservice-read-root-user-cache.patch

Dropping is prefered option!

Note that accountsservice-sysconfig.patch is linked to a patch in
gdm

This patch can be dropped, it was applied upstream right after the release of 0.6.50.
