the wheel is supported during installation but only if the wheel has
been detected. During installation please switch to a text console
Alt-F2
and call the commands:
/usr/sbin/hwinfo --mouse
/usr/sbin/xmset -c
what are the results ?

I tested here with beta3 and a wheel mouse, this works for me Created attachment 47843 [details]
Requested information for scroll mouse
Aha... I forgot about my Wacom board (USB).
It has no scroll and is detected first(?)
Wacom tablet just sit ther - not in use during
installation.
