if I start installation with language german on a PC with locale time, 
on the timezone installation menu "locale time" is displayed in the selection, 
but the time is 2 hours wrong (so it's UTC). 
changing to UTC and back to local time fix this. 
This was OK before Beta3. 
 
Which of the yast2 logs refelect this eraly stage (if you need the log) ?
