KDM seems to have the "international welcome" (welcome, willkommen, ...) 
background image by default (not sure because I did an update). 
 
Shortly after that, the new blue SUSE theme is displayed which has a totally 
different background. 
 
Please use a background image that matches the SUSE theme better.

you must have an old kdmrc lying around. Check the output of SuSEconfig 
--module kdm3. kdm does not draw the background in our config
