If I install all develop packages, QTDIR is set but $QTDIR/bin is not in PATH.
So I cannot use QT3 without seting PATH/path

you can use it just fine, you just have to use the menu or change your 
profile. And as these are just developer tools, we can expect you to be able 
to do so. 
 
And the main reason we did this: qt3 and qt4 have the same binary names and 
the developer has to choose what he develops mainly for himself.
