when packages are not istalled in first installation, due to media read
error,the user chooses "ignore" to proceed with the next package. At the end he
gets a list with the packages not installed. These packages are not remembered
for installation by "Yast2 add software". If it is not possible to remember
them, user should be warned to write them down.
If the user reselects these packages in "yast2 add software" and installation
fails again (user chooses ignore), they stay marked for next "yast2 add
software", which is the expected behaviour.

It has never worked this way. But accepting as en enhancement for next 
version.

Done in SVN for 10.1.
