I have an AMD Athlon XP-M with a HP ze4400.  CPU scaling DOES work, but it has
to be enabled by using the 'Power Management' configuration tool in the 'System'
pannel of YaST.  This isn't a big bug and it does have an easy workaround, but
it might be nice to have frequency scaling enabled automatically.

If you need me to attach any configuration files or any more information, just
tell me how/where to get it for you.
