I'd thought I'd fixed this, but it is still failing in Staging:M, with a different error than before:
[  234s] /usr/lib64/gcc/x86_64-suse-linux/9/../../../../x86_64-suse-linux/bin/ld: /usr/lib64///libltdl.so.7: undefined reference to `lt_libltdl_LTX_preloaded_symbols'

It's very likely caused by:
