If a session bus (dbus-daemon --session) is running, rcdbus restart does not work. 

Startproc command in rc script checks for the pid of the executable
/usr/bin/dbus-daemon and does not start the system bus (dbus-daemon --system) if
the program (the session bus) is already running.

Setting resolution to LATER. aj does not accept a new dbus package for RC3.
