This probably hasn't been found because you do not package fluxbox (I have a 
SRPM if you want it.) 
 
Anyway, kdm magically finds fluxbox and adds it to the window manager 
selection list.  Unfortunately it executes fluxbox directly rather than 
executing startfluxbox.  Startfluxbox checks for all of the ~/.fluxbox files 
and start misc other apps, sets backgrounds etc. 
 
To fix the problem, just set the Exec and TryExec options to startfluxbox 
in /opt/kde3/share/apps/kdm/sessions/fluxbox.desktop 
 
Exec=startfluxbox 
TryExec=startfluxbox

thanks, fixed upstream. its a bit too late for it to go into 10.0, but the 
next update will include it.  
 
are you interested in maintaining fluxbox in opensuse? send me the src.rpm

a fluxbox package should install /usr/share/xsessions/fluxbox.desktop
