Create Launcher...
Enter name and command
Click on "No Icon", then Click browse to locate the directory where the icon is.
If the Icon is in /data/icons and you double click on the directory, you will
see all icons, but can't select them

If you click on open, the location you selected will be displayed, but the list
of icons will not change until you click in the edit field and hit enter. You
can now select the icon.
