Webcam doesn't work on any application. such as cheese, zoom, Google Meet etc.

Steps to reproduce :
1. Turn on the laptop
2. Open Cheese.

Error reported by cheese : There was an error playing video from the webcam.

yes it worked in earlier versions of opensuse, for Leap 15.1, and Tumbleweed for last year November.

Do you still have the old working kernel?  It's too old, so it's no longer in the TW history repo.

Or, maybe you can try to install Leap 15.1 kernel onto your TW system.  (You can install manually via zypper install --oldpackage option).
At least, we need to compare with the working state.

You can try just installing the latest openSUSE Leap 15.1 kernel, e.g. from OBS Kernel:openSUSE-15.1 repo
  http://download.opensuse.org/repositories/Kernel:/openSUSE-15.1/standard/

Grab kernel-default.rpm, and install it manually via zypper
  zypper in --oldpackage kernel-default-4.12*.rpm

You might need to add --nodeps option for ignoring the kernel-firmware dependency.  Then reboot with that kernel (go "Advanced menu" in GRUB menu and choose it).

Similarly, try Leap 15.2 kernel from
    http://download.opensuse.org/repositories/Kernel:/openSUSE-15.2/standard/

Installed 15.2 with kernel 5.3.18-lp152.16-default, doesn't work with it either.
Also a few days back in Tumbleweed with kernel 5.7.7.1-default, the webcam was working perfectly fine. Now suddenly, even without an update it stopped working

The rapid cycles of disconnect/connect seem to point to a USB host controller or USB core issue. If you open a bug upstream, I would recommend filing it with USB, not media or UVC.

This is on kernel 5.3.18-lp152.41-default. It worked up to the latest 15.1 kernel. Could this be related? I can get a detailed lsusb for these devices if needed.

That would be the latest 15SP1 kernel, 4.12.14-lp151.28.67-default.
