When the keyboard layout de_CH (German Switzerland) is choosen during
installation  the X-Server starts without this specific layout.
Select Language: German
Select Timezone: Switzerland

Expert: 
Keyboard-Layout : German-Switzerland

Keyboard on console: doesn't reflect doublebyte characters
KDE-Control-Center: Keyboard en_US is preselected

If the keyboard layout module of YST is selected it shows no keyboard layout. If
the layout Switzerland, variant German is selected, this change is correctly
written to the configuration.

It should be already fixed (see bug #116019), try final version of SL10.0

I have the same problem. It isn't fixed now.
Even when I try to change the keybord definition using YAST. It has no effect.
I have to use the german keybord de_DE.

If you can reproduce the problem on 10.1, please open new bugreport.
