data/root/etc/inst_setup has

 20 # see bug 61535
 21 [ -e /proc/sys/vm/local-oom-kill ] && echo 1 > /proc/sys/vm/local-oom-kill


That doesn't exist anymore. Looks like it was a temporary downstream hack.

Maybe /proc/sys/vm/panic_on_oom should be used instead so the system doesn't continue in half broken state
