On http://www.opensuse.org/Documentation there is a link to:  
"Package Conventions" which refers to the URL

When i click on spc.html in the download area I need to login via  
a Novell account.  
 
This should be open even too non-logged in users.

This bug refers to the Reference Library feature of Novell Forge which has been
deprecated.  The Novell Forge Reference Library has been replaced by the
DeveloperNet Wiki at http://developer.novell.com.  This bug will not be fixed.

The specific article in this issue has been migrated to the DeveloperNet Wiki
and is available at
http://developer.novell.com/wiki/index.php/SUSE_Package_Conventions.  The
spc.html and spc.pdf documents are available at this location and do not require
a login to view or download.  This is the official workaround.
