The package ha-cluster-bootstrap is unavailable.
If I try to install it the zypper return error "No provider of 'ha-cluster-bootstrap' found."
baronmordo:/opt # zypper in ha-cluster-bootstrap

Reading installed packages...
'ha-cluster-bootstrap' not found in package names. Trying capabilities.
No provider of 'ha-cluster-bootstrap' found.
Resolving package dependencies...
Nothing to do.

But I installed it a few weeks ago and it is available on:
http://download.opensuse.org/distribution/leap/15.3/repo/oss/noarch/
But it is not available in the mirror repositories.

It is still here in the above link.

You may consider to find a better mirror site as alternative. 
Or, you may approach the opensuse team.
This is nothing the code of any individual component can fix.

How can I check if the package is listed in the official xml file? Because even using the official repository the zypper command doesn't find the package. It's appear the file is in the repository but not listed in the repodata.

The link bellow return that "There is no official package available for openSUSE Leap 15.3"
