When doing an update the dhcpcd cache file (which contains the IP address that was
previously assigned) is deleted. This may cause a different IP address being
assigned after the update. 
This behavoir may be undesireable. This didn't happen until 9.3.

The cache file is not owned by any package. I have no idea how it would
be deleted. Do you have any evidence when or how it disappeared?

I was under the impression that someting has been added to the post install script.
Let me investigate next time I do an update.

I am not aware of something like that during postinstall... and I should
know ;)

this bug has been in needinfo for quite a while, I assume that you
didn't have the time to pursue it further. I also think it is not worth
