Running Firefox in GNOME, and when I click on an ics file Firefox only offers
Korganizer as a valid program to open the file.  Should list Evolution as well.

This is a configuration thing.
Please have a look in your gconf settings for urlhandlers for ics files.
Or provide the output of the log you can get with

# export NSPR_LOG_MODULES=HelperAppService:5
# export NPSR_LOG_FILE=/tmp/helperapp.log
# firefox

and then download such a file. From the log we can see which settings causes
korganizer to be chosen.
