Not only python310-oci-sdk is broken but also other tools like aws-cli and oci-cli is effected. 

Here is the relevent zypper dup message

Problem: the to be installed python310-oci-sdk-2.102.0-1.1.noarch requires 'python310-urllib3 < 2', but this requirement cannot be provided

deinstallation of python310-aws-sam-translator-1.55.0-1.4.noarch
deinstallation of python310-cfn-lint-0.72.10-1.4.noarch
Solution 2: Following actions will be done:
deinstallation of python310-oci-sdk-2.96.0-1.2.noarch
deinstallation of oci-cli-3.24.0-1.1.noarch
deinstallation of python310-botocore-1.29.125-1.1.noarch
deinstallation of aws-cli-1.27.115-1.1.noarch
deinstallation of python310-aws-sam-translator-1.55.0-1.4.noarch
deinstallation of python310-cfn-lint-0.72.10-1.4.noarch
Solution 3: deinstallation of python310-urllib3-1.26.15-2.1.noarch
Solution 4: keep obsolete python310-urllib3-1.26.15-2.1.noarch
Solution 5: break python310-oci-sdk-2.102.0-1.1.noarch by ignoring some of its dependencies

The python-oci-sdk package has already been fixed:

Not sure about aws-cli, I currently don't see any issue there in Tumblweed.

Please file a separate bug report for that in case you are seeing any issues.
