zypper is still using /etc/bash_completion.d/
This directory is for admin made changes, distribution packages should install in /usr/share/bash-completion/completions/

This is for Factory, ALP and SLE15

This seems to break zypper completion on Leap 15.5

Is there something else that's needed for this (bash update?) missing on 15.5?

ln -s zypper.sh /usr/share/bash-completion/completions/zypper
fixes it.
Or rename "zypper" binary to "zypper.sh" :-P

Unfortunately, but already fixed in zypper-1.14.64 due to bug#1215007.
