Because last working build uses the same kernel, it's likely LTP regression in 45f6916ba ("clone3: Add clone3's clone_args cgroup") [1].
I'm away for 2 weeks, thus just reported upstream [2] and Cc Richie (I have no idea what is Wei Gao's valid Bugzilla email).
I suppose bug should be set as invalid (not a kernel bug, but LTP regression).
