Please enable building devel:languages:nodejs against Fedora:39/update so that we can build nodejs-electron.

This time we want aarch64 too, not only x86_64, since a user has expressed interest in running signal-desktop on such a machine.

Done. I've also removed Fedora 36 since it's EOL.
