missing library

Problem: nothing provides 'libicui18n.so.73()(64bit)' needed by the to be installed nodejs16-16.20.2-150300.7.30.1.x86_64
 Solution 1: do not install nodejs16-16.20.2-150300.7.30.1.x86_64
 Solution 2: break nodejs16-16.20.2-150300.7.30.1.x86_64 by ignoring some of its dependencies

This looks like a maintenance problem. older libicu should not have disappeared.

should be fixed since last night. 

icu73_2 was not yet shipped to LTSS, but now is.

please retrigger.
