After adding repository https://download.opensuse.org/repositories/server:/mail/15.5/ I tried to install opendmarc but it fails because it depends on perl(Domain::PublicSuffix) which is not available there.

You already reported this in 1217305. The package was not in Tumbleweed - which is a strong prerequisite to add it anywhere else.

In any case, for server:mail 15.5 please submit the package there for backporting purposes - not a distribution bug in itself.
