Maybe same as bsc#1217484?!

Yeah. Could be broken GPUCache.

  find ~/.config -name GPUCache

Terminate Vivaldi, remove it's GPUCache directory. And start Vivaldi.

Does this help?

I did it at first when the thing appeared and nothing, did it twice but same but strange, Firefox doesn't seem to have same issue but it's lagging a lot do you think it is caused by that possible mesa problem?

Well. Yes, I guess it's related to the Mesa update we did on Oct 4.

It seem like it was sorted since and the new Mesa update isn't causing me problems yet and all seem good for now
