Maybe same as bsc#1217484?! Yeah. Could be broken GPUCache. find ~/.config -name GPUCache Terminate Vivaldi, remove it's GPUCache directory. And start Vivaldi. Does this help? I did it at first when the thing appeared and nothing, did it twice but same but strange, Firefox doesn't seem to have same issue but it's lagging a lot do you think it is caused by that possible mesa problem?
