GNUHealth needs to convert to python3.11 as it's currently not installable on 15.6

Installation fails with nothing provides 'python3-vobject' needed by the to be installed gnuhealth-4.2.3-bp156.1.3.noarch

All known updates are applied for 3.11, waiting for staging to be merged.
