Hey,
as I am packaging COSMIC (Desktop Environment), it would make sense to create a new develproject. My attempt are in home:rrahl0:COSMIC.

a new top level one is a no go, what about X11:COSMIC , would be along with the other environments?

Sounds good to me. I was just trying to copy GNOME a bit, so that's why I thought top level project is okay.

you own it now.

You may want to consider not to use it directly, but only subprojects for the different code streams (eg. 1.0, 1.1 or stable vs development).
But that is up to you.
