openQA test result

## Description

I can see below error message when testing sysctl on tw:

># Test messages # Sysctl_net_core_optmem_max
># failure:
>expected: 20480
>returned: 131072
>invalid value: '131072', expected '20480'

The same test passed 3 months ago, see https://openqa.opensuse.org/tests/4008446

Can you please confirm it is a product bug or by design? thanks

## Test suite description
RAM size is set to 2048, some kernel parameters change with total RAM https://github.com/openSUSE/sys-param-check
