This old bug has been fixed for the last months, but it just came back, the CPU gets stuck between 400 and 544Mhz if the laptop is send into sleep mode while charging and power gets disconnected before it wakes up.

The issue seems to have been fixed on the stable branch, at least for 6.9.5-1.g5288e50-default

OK, then TW should be OK with the upcoming 6.9.5.
