I had lots of other issues (gamescope causing a whole system crash being the most noticeable), I had to rollback to 6.0.5 KDE devs have released a 6.1.1 update that fixes stuff related to KWin rendering and taskbars so it might fix this issue. fixed with KDE 6.1.1 |

Since the last KDE update, when setting a window to fullscreen, the "Always Visible" and "Adaptative transparency" bars don't turn opaque, we can instead see the background's color, it should turn opaque like the floating version.
