So - if I'm using evolution - and I click a web URL (with FireFox on a different
desktop) - it *appears* that nothing happens.

What does happen is that some existing page (which I might want to see) gets
blatted on the other desktop & the new URI loaded in that.

What I expect to happen is to get a new firefox window on that desktop with the
new URL loading in it ...

there is a preference where you can set what should happen if you open a link
from another application. What is the setting for that? You should be able to
change it as you like there.

OK - so this is a broken default then:
Edit->Preferences->Advanced->"Open links from other applications in:"
   IMHO should be 'a new window'.

Also - that window should be presented; not left hidden behind whatever
application is in use.

IMHO etc. - otherwise at least new users are going to get highly confused:
"where did my old page go", "why did nothing happen when I clicked the link" etc.

I agree. The patch for setting the pref differently by default is quite trivial...

It's a matter of taste if the default is broken or not. My personal opinion is that the default is fine. Although I understand your point and changed the default now.
