libmpeg2-devel does not require libmpeg2.

Steps to Reproduce:

1. "yum install libmpeg2-devel"
2. try to compile any application that requires libmpeg2
3. "ld: cannot find -lmpeg2"

"rpm -qR libmpeg2-devel" gives:

rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadIsBzip2) <= 3.0.5-1

It should depend on libmpeg2, too.

This has already been fixed, though too late for 10.0.
