If the kicker panel contains many icons, applets, Knewsticker(!), etc. enough to cause the panel width to exceed the width of the screen, then scroll-buttons should appear to allow the kicker to be scrolled back and forth to enable access to all icons/applets, etc. 
 
 Following a restart of the KDE session (log out/log in!), the scroll buttons are missing. 
 
 It is possible to make them reappear by clicking on the "hide panel" button, and then "show panel", this causes the scroll buttons to be drawn and behave correctly. 
 
 Simple to reproduce, fresh user, log in and fill the kicker with icons/applets, Desktop Previewer, enough items for it to exceed the width of the screen. This will cause the scroll buttons to appear. Log out & log in, and the kicker panel will appear, but without the scroll buttons. 

Seen in SLP9.3, SL10.0.

upstream says it's fixed, so we should have the fix in our package
