Cedega (and wine as well) uses direct access to the cdrom/dvd devices (e.g. /dev/hda). Write access here requires the user to be root or of the group "disk". The users created with YaST aren´t members of that group.
IMHO either the access rights should be changed or the users should be made members of the group "disk"

This will not be done due securitiy reasons.
If the user logs on the X session will change
some ownerships and permissions like them of
the cdrom and dvd devices.  After logout the
ownerships and permissions will be reset to
the defaults values.

If you look close enough we also do that already via ACLs.
