yafic is Yet Another File Integrity Checker, similar to programs like Tripwire, integrit, and AIDE. 

The License ( http://www.saddi.com/software/license.html ) is a BSD-like license.
I will attach a specfile as well.

You might consider removing the line:

export LDFLAGS="-static"
