This report actually concerns 2 bugs, but their are closely related, so I think it's better for them to be handled together.

How to start to reproduce:
Put the cursor in a KHTML KPart with a page containing one or more links...

How to reproduce (bug 1):
...but don't put it over a link. Now scroll the page so that a link comes under the pointer.

How to reproduce (bug 2):
...and put it over a link. Now scroll the page so that the pointer is no longer over a link.

Result (both bugs):
The pointer doesn't change.

Expected result (both bugs):
The pointer changes.
