If there are changes to a packages, our build process makes sure that there is always a new changelog entry. If there is only a higher release number, but no changelog, this package was only recompiled with a new compiler, glibc or whatever, but no changes where done to the sources or spec file. Hello Jon, Generally: For such complaints please write an email to the package maintainer unless you encounter a real bug.
