Here is an init script and a sysconfig fillup-template to start festival in server mode. Several programs have the possibilty to connect to festival server like gpsdrive.

It works just fine. I'm currently thinking about running festival as user. Create a festival system user and give the festival user access to the sound devices with resmgr.
