The installer did not detect my Celeron M 1300Mhz as being scalable. 
I had to load the module 'p4-clockmode' and 'cpufreq-ondemand' 
I did enter the modules in /etc/sysconfig/kernel as MODULES_LOADED_ON_BOOT and it worked fine.
My notebook is a Fujitsu-Siemens Amilo L7300 with the BIOS-Version 1.0G-0031-0812 dated 11/25/2005
It would be great if this would work in future versions of Suse Linux 'out-of-the-box'. 
I'm willing to deliver any additional information on this subject, just ask for log-files, if needed.

sorry. The Celeron M is not scalable.
p4-clockmod uses throttling and does not save any considerable amount of power.
Get a capable processor instead.

The p4-clockmod module is deliberately not loaded by us.
