gettext-devel requires libgcj apparently just because of one java based example thingie. wouldn't it be possible to split that or get rid of it entirely?

No, it's not because of one java based example but rather because of two tools
that are part of gettext-devel: /usr/lib(64)/gettext/gnu.gettext.DumpResource and /usr/lib64/gettext/gnu.gettext.GetURL. 

I don't like to create a subpackage for two files but I wouldn't like to drop java support either.

Fixed for 10.2
