Upon creation of a new yast2 project, the Makefile.am in src/ does not include a build rule for creating a softlink of "project_name->./" (i.e, pointing to current directory).  Thus, the include statements in the generated source files do not function for a local build and the build fails.

Fixed in yast2-devtools-2.13.7.
