System configuration starts with 'Root Password', then 'Network', then 'Release Notes' and finally 'Hardware configuration'.

I am missing the dialog screen that allows me to create user accounts.
The sidebar lists an item 'Users' before the 'Release Notes'. 
But in the actual workflow it is skipped.

Ah. I was not aware that selecting NIS prevents the local user dialog.
Not my favorite workflow. :-)
