on first run (wizard mode) there are lots of options (ie: virtual hosts, interfaces, etc)

on following runs only the following options appear:
enable/disable
Listen on ports
Open Firewall on Selected Ports
Log Files

However, reading the left panel I see that a "modules" option should be available.

I did try to access the same functionality through
yast http-server configure ...
but it does not recognize the commands. Therefore I suppose it is not a cosmetic problem but rather the modules are not being loaded

If I am not wrong, the problems is that the module enters the "HTTP expert server configuration" mode, loads the first configuration page on the right pane, but on the lest one, instead of loading the sub modules list, keeps showing the help text.

enable / disable is on the Summary dialog
Listen on ports - first screen
Open Firewall on Selected Ports - first screen
Log Files - it's expert feature - wizard is meaning as configurator tool for first start of http-server
If you mean command line tool, use "/sbin/yast http-server configure help"

If you mean anything else, reopen this bug

sshing from a bigger terminal I can see now the other missing options.
In a standard linux console the following line is cut off screen

HTTP Server Settings [=>  Listen Ports and Addr][Server Mo][Default ][H]
It is not simply scrolled (up?) but cut off (the title remains). 
They are not reachable with the TAB key not the pane is scrollable.

Bug is clear visible here

On a standard 25 lines terminal the different screens are not availible by any means

30 lines terminals do not have this cut off problem.
