When using the wrong password in an openldap setup, kdm replies:
"Permissions on the password database may be too restrictive."

To my knowledge, this problem persists since 10.0, but I forgot to file that report (partly because I stuck with 9.3 internally since 10.0 had too many problems, where I at least filed the major one's..).

what happens if you su on the command line? kdm only follows pam

LANG=C su - xxx
Password: 
Permissions on the password database may be too restrictive.
su: incorrect password

Okay, looks like a pam problem then:
pam-0.99.3.0-3
pam_ldap-180-2
