After upgrading to the KDE 3.51 packages I find the following problems with KDE Keyboard Tool:

1. I have a panel containing my system tray on the top right of my screen. Randomly the icon for the KDE Keyboard Tool appears on the top left and is unusable.

2. The display of the keyboard names is broken. I will attach a screenshot.

KDE 3.5.1 is known to have broken kxkb and you really should report KDE 3.5.1 bugs on bugs.kde.org. But we'll have to check this urgently for 10.1. 

If it works on 10.1, this is a WONTFIX.

Works fine here, screenshot attached; the only problem that might appear is the migration path from previous implementation. To solve it, one should reconfigure the layout list.

I confirm this. When I reconfigured the list from the Control Center the list was fixed. But the migration should be fixed.

What is RESOLVED REMIND?

Closing old LATER+REMIND bugs as WONTFIX - if you still plan to work on it, feel free to reopen and set to ASSIGNED.

In case the report saw repeated reopen comments, it's due to bugzilla timing out on the huge request ;(
