right after boot a hwup keeps running with 100% CPU usage. stracing showed that it was writing "1" to sysfs infinetely, lsof showed that it was the device 'shpchp'. The place where 1 should be written to was not writable and it have a permission denied. Setting STARTMODE='manual' for the Hot Plug PCI Controller Driver in /etc/sysconfig/hardware/hwcfg-vpid-8086-3341 solved this problem. The system is a IBM X31 which was sequently updated starting from SuSE 9.1 - so it might be the problem is hard to reproduce...
