Step
1.Login with user1 to Gnome.
2.Select the Internet Application -- 
  Akregator,Konversation,KVirc3,KlmageMapEditor,KLinkStatus,KXSLDbg,
  KTorrent,KWiFiManager,Ksig,kcall

Expected Result:
The AP should be Traditional Chinese.

Actual Result:
The AP is still English.
